1. What is Mobile Broadband?

Mobile Broadband enables users to utilise high-speed Internet connectivity while on the go. This would mean customers can access the broadband connectivity without being stationed in a particular area wirelessly.

2. What is Celcom Broadband?
Celcom Broadband is a mobile broadband service that runs on Celcom’s 3G and HSDPA network.

3. What is 3G?

3G or third generation is the generic term used for the next generation of mobile communications systems. This technology enhances mobile services available today and offer multimedia rich content, high speed Internet access and the ability to view live video footage (Video Calls) while offering transmission speeds of up to 384kbps thus enhancing the Internet browsing experience.

4. What is HSDPA?
HSDPA- (High-Speed Downlink Packet Access) is a new mobile telephone protocol sometimes referred to as a 3.5G or 3½G technology. HSDPA is an evolution of the 3G standards, and increases the data download speeds for mobile devices with capability to offer data transmission speeds of up to 7.2Mbps (in Celcom we offer speeds of up to 3.6Mbps).

5. What are the broadband packages offered by Celcom?

*NO more worries on your Internet pay per use bills being extremely high as Celcom will NOT be charging for usage more than RM250 per month. So the maximum you would pay per month on the Pay Per Use Broadband Package will be RM250. If you are an individual that only accesses the Internet occasionally for simple Internet use (NOT heavy data downloads) then this Broadband Plan is right choice for you. If you are already a Celcom 3G Postpaid or Celcom 3G Xpax Prepaid Line than this plan comes as a default service.

If you are an individual that has a need to access the Internet service a few times in the month (less than 9 times) but require heavy internet usage (Heavy Data download/ surfing) then this Broadband Plan is the right choice for you.

If you are already a Celcom 3G Postpaid or Celcom 3G Xpax prepaid Line than to enjoy this plan all you need to do are 4 simple steps:.

7. How can I subscribe to the Celcom Broadband Monthly Unlimited service?

Customers to walk-in to any one of our branches, Blue Cube outlets or dealers located strategically nationwide.

8. Must I be an existing Celcom Voice Service to subscribe to the Celcom Broadband package?

No, the voice package is optional. Following are the options you can consider:

Attaching the Broadband Service on to your existing Voice Line (Minutes Plan / Normal Postpaid)

Obtaining a new Voice (Minutes Plan / Normal Postpaid) line and attaching the Broadband Service to this plan.

Obtaining a Stand Alone Broadband Service – Pure Internet package

Obtaining a Celcom Broadband Prepaid Pack that requires 0 monthly commitments, no registration requirements and instant connectivity

9. Would I be able to send and receive SMS if I subscribe to the Broadband Stand Alone Service?

No, this is a pure Internet service as such you would not be able to make calls, video calls or send and receive SMS.

10. What documents are required for registration?

For Broadband standalone services or new registration, you are required to fill in the application form and provide us with a copy of your identification card.

For existing voice plan users that would like to attach their broadband service to their existing lines, they are required to fill in the service change request form.

As for the Celcom Broadband Prepaid Pack no registration is required. You will be instantly activated.

11. During the registration process, are there any payments required?
Celcom does not charge any installation or registration fee; however you are required to pay an advance payment upon your registration. Following are the payment schedules:

As for the hardware bundle programs, please refer to the individual program mechanics for the advance payment requirements.

12. How does Celcom’s Money Back Guarantee work?
Upon subscription, a customer has a 7 day cooling off period. During this period, should the customer be dissatisfied with the service for the following reasons:

Poor Service Quality

Poor / No Coverage

Then the customer can request for termination. However this request must reach any of Celcom’s branches within the 1st 7 days upon the subscription for non bundle packages (Broadband Basic and Broadband Advance).

For the bundled packages highlighted below customers are required to terminate their services within 7 days at the dealer that they had originally purchased the package from:

Celcom Broadband Advance + Modem

Celcom Broadband Advance + Wireless Gateway

The Money Back guarantee is a system controlled service and all payments will be paid via Celcom finance division. Celcom will issue a cheque to the registered user one month from the termination date. However should the user have International roaming attached to their plan, then this will follow the existing roaming refund policy.

13. What is the eligibility to obtain the Money Back Guarantee?

Customers must ensure that their termination request is made at a branch or dealers outlet (depending on package) within 7 days of service subscription.

Customers who have made an upfront payment for the package, namely the broadband stand alone subscribers can obtain the full refund on the payment offsetting any non Internet related usage (content downloading, MMS, Data Roaming and others)

Customers who had not made an upfront payment for the broadband service, namely customers attaching the service to an existing voice line will not be charged for any broadband usage during the first 7 days.

Any advance payment will be offset against any content download, mms or roaming charges.

14. If I subscribe to a mobile broadband monthly unlimited or broadband daily unlimited service, can I use this service while on International Roaming?
While you can connect to the local service provider to obtained broadband services (subject to availability in that particular country) the charges will in accordance to the roaming charges as predetermined by that provider.

In other words, you will still get charged Roaming Pay Per Use rates on top of your Monthly unlimited rates.

As for the Daily Unlimited service, this is not applicable while roaming.

15. When I subscribe to the Stand Alone Broadband Service what does Celcom provide me with?

Depending on the package that you have choosen, for non-bundled packages upon successful registration, Celcom will issue you a USIM card that will enable your Internet connectivity. As for the bundled packages, you will then receive a USIM along with the modem or wireless gateway depending again on your subscription.

16. What is a USIM Card?

A USIM (Universal Subscriber Identification Module) card is a Mobile SIM card with 3G capabilities. This card will serve you with the Celcom Broadband service.

17. What happens if I misplace / lose my SIM provided by Celcom for the Celcom Broadband service?
You will require to walk-in to any of our Celcom Branches to replace this card. Please ensure that you do this as soon as possible as any usage charges* incurred during this period will be honored by the owner.

18. How much would I be charged for the replacement of this SIM Card?

You will be charged RM5.00 for the SIM card replacement.

19. Once I get the Broadband USIM Card from Celcom, how can I start accessing the Internet?
You can access the Internet by using one of the following devices:

20. Are there any foreigners deposit requirements for Celcom Broadband Packages?

No, foreigners are exempted from the required foreigners deposit therefore they like any other Malaysian will only be required to pay the advance payments for the packages subscribed (where applicable)

What is the Celcom Broadband + Modem Promo all about?

This promo is a bundle package that offers the Celcom broadband service with a USB modem which will be given for free.

Customer will also have the option to purchase the USB modem at RM 499 if they register for either one of our base services:

What are the plans under this promo?

Who is eligible for these packages? Is it offered to existing Celcom Data plan subscribers? 

This package is available to Malaysian’s and foreigners over the age of 18 years. Customers must be free of any blacklisting in either Celcom or any other operator. 

What do I need to subscribe for this package? 

You would need to bring along the original I/C or Passport, fill in the application form to subscribe.

To subscribe to these packages, is there any upfront payment? 
Yes, you are required to pay an upfront payment of; 3 months for the Broadband Basic + Modem or 2 months for the Broadband Advance + Modem package.

This advance payment amount will be reflected in your bill as advance payment and will knock off any balance for the first few months.

Is there a contract period imposed for these plans?

No, there is no contract period for this package.

What happens if I breach the contract before the end of the contract?

An early termination fee of RM350 will be charged to customers should they terminate their service within 18months of the service activation.

Can I request for Temporary Disconnection for this package?

For this promotional package, you are not allowed to request for “Temporary Disconnection” of service.

What Modem will I be given along with the service?

The modem that will be supplied together with these promo packages is the Huawei E220 USB modem (the modem will either display a Celcom Broadband or the Vodafone logo)

Does this modem come with a warranty? 

Yes, the modem comes with a 12 month warranty period.

Should my modem be faulty, how do I go about repairing / replacing it?

You can claim warranty for the faulty modem from the Celcom Authorized Dealers where the modem was initially purchased from. Should the modem be deemed faulty, there will be on a one to one swapping of the modem within the warranty period.

Where can I terminate this package?

Customers can terminate the package at any of the Celcom Branches nationwide.

In the event I terminate this promotional package during the contract period, what will happen to the USB modem?

For cases of early termination, customers have to return the modem during termination. The modem must be in good working condition without any physical damage to the modem.

Can I use these services while roaming overseas?
Yes, while you can connect to the overseas service provider to obtain broadband services (subject to availability in that particular country) the charges will in accordance to the roaming charges as predetermined by that provider.

In other words, you will still get charged Roaming Pay Per Use rates on top of your Monthly unlimited rates.

Where can I obtain these packages from?

This promotional package can be subscribed from all the Authorized Celcom Dealers nationwide.

Is the 7 days money back guarantee is applicable for this promotional package?

No, the 7 days money back guarantee is not applicable.

After the 18 months contract period, can I change to a different Celcom Broadband package?

Yes, after completing the 18 months contract period, customers can choose to subscribe to any other Celcom Broadband package.

 
Fair Usage Policy
1. What is a Fair Usage Policy?
As part of Celcom’s ongoing commitment to provide reliable and high-quality broadband services to all our customers, Celcom Broadband has implemented a Fair Use policy on our Internet services. This enables us ensure continuous delivery of the best possible service at all times to all our Internet subscribers.

The Fair Usage Policy clearly defines the acceptable level of conduct between Celcom Broadband and its subscribers. This includes determining usage thresholds beyond which subscribers are classified as overusing the network.

The policy is enforced by means of network management tools and servers and will only affect a small group of subscribers that continuously utilize high volumes of bandwidth without giving any regards to the rest of the users.

2. Why is the Fair Usage Policy imposed?
Fair Usage Policy is needed because a small number of Celcom Broadband users excessively use the Celcom Broadband available bandwidth depriving a majority of Celcom Broadband subscribers of their deserved bandwidth and quality of service. The actions and Internet activities by a handful of extreme users degrade the quality of service for the majority of subscribers by affecting their speed or even the ability to get connected.

Therefore, Celcom has taken the proactive measure of implementing The Fair Usage Policy that overcomes this problem by ensuring fair allocation of bandwidth among all Celcom Broadband subscribers. This will ensure equal and good service quality for all subscribers.

4. Am I bound by this policy?

By signing the application form and/or the addendum all Celcom Broadband Customers have automatically agreed to the Terms and Conditions as posted on the Celcom Website.

The Fair Usage Policy has been defined and referred to in the Terms & Conditions. For further and detailed information on this please refer to the T&Cs as available on www.celcom.com.my/broadband.

5. In the policy published on the website, it is mentioned that my bandwidth will be managed. What does this mean?
To manage your bandwidth means Celcom reserves the right to control or reduce your allocated speed. This action is more commonly referred to as “throttle” of speed. Utilizing a specific set of monitoring tools, should Celcom detect that you have breached your allocated data volume, Celcom will reserve the right to throttle your speed based on your package allocation.

6. How much data volume is allocated for each subscriber?

Each subscriber is allocated data volume according to the package subscribed. The allocated data volume is as below:

Data volume allocated for other packages like Modem Bundle and Notebook Bundle will follow the allocation of the core package, i.e. Broadband Basic or Broadband Advance.

7. What does data volume mean?
Data volume means the total amount of data downloaded and uploaded while using the Internet. Each activity performed on the Internet, for example, e-mailing, general web browsing, files transferring, chatting, peer-to-peer downloading or online gaming will accumulate your data volume. Celcom proactively monitors the data volume of each subscriber and will manage the bandwidth of the relevant subscribers when the usage exceeds the allocated data volume.

8. What is 5GB?
1GB is 1024 MB (Mega Bytes)
To be exact, 1GB (Giga Byte) is 1024 bytes x 1024 bytes x 1024 bytes = 1,073,741,824 Bytes. Thus 5GB is 5 times of that volume.

9. How much is 5GB?
Roughly 5 gigabyte is about 1200 songs in MP3 format, or 5 two-hour movies, or 10,000 content rich websites like www.yahoo.com. As such, data volume of 500MB per month is more than ample for common broadband users.

10. How do you impose the Fair Usage Policy?
Celcom has procured and implemented state of the art monitoring tools that monitors individual data usage. Once an individual’s usage has reached its allocated limit, Celcom will send an alert to the customer and proceed with the bandwidth management exercise. This is an automatic and relatively accurate process.

11. How does Celcom send alerts?
Celcom will send out SMS and email notifications once the allocated data volume has been breached. However, for whatever unforeseen reasons, should the customer fail to receive the notification, Celcom will still continue with the management of speed for that particular customer.

12. What if I have a Data Only / Stand Alone Broadband Package that doesn’t support incoming SMS, how will Celcom then alert me?
Based on the information supplied by you during your registration, Celcom will send out the SMS notification to the alternative mobile number provided.

Should you feel that this information requires updating, please immediately contact Celcom’s Customer Care Centre at 1-300-111-000 and proceed to update your personal particulars.

13. How can I check my bandwidth usage from time to time?
Subscribers can contact Celcom’s Customer Care Centre at 1-300-111-000 to check their bandwidth utilization. Alternatively, in general most broadband modem software (client) show the amount of data usage. However, the accuracy of this software (client) might not be the same as Celcom’s network monitoring tool.

14. When you manage my bandwidth or throttle my speed, how will this affect me?

Once Celcom’s monitoring system has detected your breach of the allocated volume, Celcom will send out the SMS and immediately proceed to reduce or throttle your speed. Celcom does not block Internet access for the users who exceed their allocated data volume, but merely reduce their allocated speed.

For example based on your current package, if you are on Broadband Advance (up to 3.6Mbps), your maximum speed will be reduced to 128 kbps and if you are on Broadband Basic (up to 384kbps) your maximum speed will be reduced to 64kbps.

15. How long is the throttle period for?
Your speed will be maintained at the reduced speed allocation until the end of your individual billing cycle. On the billing cycle date of each month, your bandwidth usage counter will be reset and your speed will be reset back to your original subscribed speed.

16. What if I do not get un-throttled on my next billing cycle date?
Firstly, please disconnect and connect from the Celcom Broadband service. This act of disconnection and reconnection will basically allow new network settings to take place. If the problem persists, please call Celcom’s Customer Care Centre at 1-300-111-000 to highlight your concern.

17. What is my billing cycle date?
All monthly bill calculations will be based on this bill cycle date. In Celcom there are several bill cycles that customers are tagged on. You can check your bill cycle date in your bill, referred to as “Bill Date” or alternatively contact the Celcom Customer Care Centre at 1-300 -111-000.

18. What should I do to avoid being throttled?

You should plan and use the Internet applications wisely. Avoid overusing applications that require high Internet bandwidth. Both upload and download traffic accounts towards your personal usage. Normally the main contributor for high data usage is downloading files through peer-to-peer (P2P) file-sharing applications like BitTorrent, Kazaa, eMule and Winny. Download only required files and avoid unnecessary l downloading.

To reduce your upload usage you can:

fully exit P2P applications when you've finished using them. Don't leave these applications running in the background or in the system tray, allowing other users to download from you without you even realizing it
   
set a low limit for your maximum upload speed in your P2P program
   
uninstall P2P programs from your computer completely using Add/Remove programs if you do not need it anymore.

Another important contributor for high data volume is virus, spamming or spyware running at the background of your computer without you realizing it. Ensure that you have installed the latest and have the updated version of anti-virus, anti-spamming and anti-spyware software to avoid these unauthorized software applications using up your allocated data volume.

It is highly recommended that you monitor your own Internet usage in order to prevent unauthorized applications in your computer from exhausting your data volume allocation.

19. What can I do to un-throttle?
For now, there is no means for customers to request for un-throttling. All throttling will be enforced from the moment of breach of the allocated volume until your next bill cycle date. Un-throttling will only be done on the next bill cycle date. However, we will provide customers with the option of purchasing more data volumes to prevent throttling in the near future.

20. What are the applications that make my usage high?

The following applications generally utilises high volumes of bandwidth:

peer to peer (p2p) file-sharing software (eg BitTorrent, eMule, p2p TV)
   
peer to peer TV, such as Joost, Sky Anytime, BBC iPlayer, or 4oD
   
Video on demand and video streaming services, for example Youtube videos
   
Virus, spamming and spywares.
